| Description | 1. Higher Education Commission (HEC) Has been implementing the Project ?Establishment of Technology Development Fund (TDF) for HEC scholars returning after completion of PhD or existing PhD faculty of universities to introduce new technologies in Pakistan? under which 200 interdisciplinary and applied research grants of technology transfer has been awarded. 2. HEC intends to hire the services of a consultancy firm to conduct Third-party evaluation to track outcomes and assess and highlight the impact of 200 awarded projects. The maximum duration of the study would be Three (3) months (90 Days). 3. Consultancy firms having similar experience can apply. The firms are invited to submit their bids as per Public Procurement Regulatory Authority (PPRA) regulation 2010 3-B Quality and Cost Based Selection (QCBS). 4. Eligibility criteria and detailed TORs are available in the bidding document which can be obtained from the below given address during office hours or can be downloaded from HEC or PPRA websites on submission of document fee of PKR 1,000/-. The bidding document fee can be deposited in Habib Bank Limited, H-9 Shalimar Branch A/c No. PK38HABB0017427900133401 and proof must be attached with the technical proposal. 5. The bidder must submit bid security of PKR 100,000/- (fixed amount) in the shape of a pay order/bank draft in favor of ?DG Finance HEC? with their technical proposal. 6. Any clarification regarding the bidding document must reach within 7 days from the advertisement through emails/courier. 7. Bids must be submitted online via PPRA-EPADS (e-Pakistan acquisition and disposal system) and reach the undersigned on or before March 26, 2024 by 1330 Hrs (PST). The bids will be opened on the same day at 1400 Hrs. at the Auditorium Block, HEC Sector H-9 Islamabad. 8. Failure to fulfill the mentioned requirements will result in rejection from the tender process. HEC reserves the right to accept and reject all tenders under the PPRA rules 2004.
